Ceiling
If a circling approach is authorized and required for that airport, a ceiling of at least 1500’ above the lowest circling MDA. If a straight in approach is authorized and required for that airport, a ceiling of at least 1500’ above the lowest published instrument approach minimum for that airport or 2000’ above the airport elevation, whichever is greater.
Visibility
Visibility at the airport is at least 4800m or 3200m more than the lowest charted visibility for the approach to be flown at that airport, whichever is greater.
Limitations on the use of Landing Minimums for Turbojet Airplanes (Wet Dispatch)      Jepp (SVA) CP-6

     A PILOT-IN-COMMAND OF A TURBOJET AIRPLANE SHALL NOT CONDUCT AN INSTRUMENT APPROACH PROCEDURE

     WHEN VISIBILTY CONDITIONS ARE REPORTED TO BE LESS THAN 1200 METERS VISIBILTY OR RVR 1200 METERS
     UNLESS THE FOLLOWING CONDITIONS EXIST:
1- 15% additional runway length is available over the landing field length specified for destination airport by PCA/FAR 121.195(b).
2- Precision Instrument (all weather) Runway Marking or Centerline lights are Operational on that Runway.
*SPECIAL APPROACH AND LANDING AUTHORIZATION      Jepp (SVA) CP-6
    Conditions:
1- Regular Airport.
2- Straight-in Landing only  (within 30° of the INBD CRS, or overhead app ).
3- Reported RVR must be charted or higher.
4- If the ceiling required (reported must be charted or higher).

To designate an airport as an alternate for either Take-off or Destination requires both the ceiling and the visibility forecast for the ETA
     To be at or above the Charted “Filing as Alternate” minimums. (FAR 121.625)  Jepp (SVA) CP-3

If “Filing as Alternate” minimums are not charted, use the “Filing as Alternate” chart in the Company Procedures. Jepp (SVA) CP-3

Runway braking action information should be provided  by ATC, or it may be transmitted on the ATIS frequency. Jepp (SVA) CP-5

Takeoff or Landing are not authorized, when measured braking action reported  by the ATC or the ATIS  is :
     MEDIUM TO POOR  or POOR.        Jepp (SVA) CP-5

Takeoff is not authorized  When:-        Jepp (SVA) CP-5
         (1) All freezing drizzle.
         (2) All freezing rain.
         (3) Heavy wet snow.
         (4) Standing water , slush or wet snow exceeds 12.7mm (1/2 inch) on the runway.

Landing is not authorized  When:-      Jepp (SVA) CP-5
        (1) All freezing drizzle.
        (2) All freezing rain.
        (3) Heavy wet snow.
        (4) Standing water , slush or wet snow exceeds 25.4 mm (1 inch) on the runway.

Notes:
         1- Use Cat  “C” minimums.
         2- If the ceiling required , the actual ceiling must not be below the charted.

 
DEFINITIONS:-

   Different Runway – Any runway with different runway numbers

   Suitable Runway -  Any runway on an authorized airport with weather reports indicating
                                     Weather conditions are at or above operating minimums for that runway.

  Nearest Suitable Airport – Is that airport which in the judgment of the captain, will provide
         Policy 08.01.09              The widest total margin of flight and post flight safety for passengers
                                                And crew, taking into consideration

                                                a- the severity of the emergency .       b- aircraft condition.
                                                c- weather conditions                          d- fuel remaining
                                                e- airfield conditions                            f- hostile political conditions
                                                g- availability of fire, medical and other services pertinent to the emergency.

                                                Convenience to the company and passengers may be considered only as the
                                                Lowest priority and only if there is clearly no compromise to safety.
                                                Generally the nearest airport in point of time should be given first consideration.
